Should the problem be asking for the smallest positive value of a? It seems that, if the center of the circle is on a point with a negative x-coordinate and a positive y-coordinate, the value of a is negative, and it gets smaller and smaller as it approaches the Y-axis, so m can be arbitrarily large.
