Solution 1

When $x>0, |x|>0,$ and $x = |x|.$ So then $x<9.4$

When $x<0, |x|>0,$ and $x = -|x|.$ So then $-x<9.4$. Dividing by $-1$ and flipping the sign, we get $x>-9.4.$
