Problem

Solution

The highest price was in Month 1, which was $17. The lowest price was in Month 3, which was $10. 17 is $\frac{17}{10}\cdot100=170\%$ of 10, and is $170-100=70\%$ more than 10. Therefore, the answer is $\boxed{\textbf{(C)}\  70}$
